From Albania to the Hub: Reflections from Fellow Ardit Frroku

Ardit Frroku, Fellow at the Open Gov Hub

In September 2025, I embarked on one of the most transformative experiences of my professional life through the Community Solutions Program, funded by the U.S. Department of State and implemented by IREX. This year, 12,600 people applied to join the program, and only 55 of us were selected. Being part of such a small and diverse group made this opportunity deeply meaningful and strengthened my sense of responsibility to contribute with purpose, integrity, and dedication.

Arriving in Washington, D.C., I felt a powerful mix of excitement, motivation, and curiosity. I was ready to learn from one of the most respected communities working on open governance, transparency, and civic innovation. My host organization, Open Gov Hub, quickly became the center of this journey. It was more than a workplace. It was a vibrant community committed to collaboration, learning, and collective impact. Coming from a town in north Albania, where opportunities can sometimes feel limited, being part of such an inspiring ecosystem was both energizing and profoundly motivating. It opened my perspective and reminded me that meaningful change begins when people share space, knowledge, and values.

Exploring an Open Gov Hub model for Albania

During these months, I worked on a project closely connected to my long-term vision for contributing to Albania's civic landscape. Together with the Open Gov Hub team, I entered an exploratory assessment phase to understand whether the Open Gov Hub model could be expanded in Albania by creating a full coworking and collaboration space in Tirana for civil society organizations. Although an Open Gov Hub office already exists in Tirana, the vision under assessment is broader. It involves developing a larger and more structured hub that brings international experience, best practices, and the collaborative spirit of Open Gov Hub closer to Albanian organizations and government institutions, with the goal of supporting good governance, transparency, and more effective public engagement.

The purpose of this assessment is to understand whether such a space could meaningfully support Albania's civic sector, strengthen collaboration between organizations, enhance engagement with government institutions, and create opportunities to access global expertise.

Through conversations with NGOs, donors, innovation hubs, development partners, government representatives, and youth networks in both Washington and Albania, I gained important insights into the needs that exist and the challenges a model like this would need to address. This ongoing process is helping us evaluate the feasibility of the idea and how a dedicated Open Gov Hub coworking space in Tirana could foster cooperation, innovation, good governance, and long-term social impact.

Moments of learning and inspiration

My experience was filled with moments of learning and inspiration. I had the chance to participate in the Democracy Festival 2025, which brought together activists, journalists, technologists, and organizers who are shaping the future of democratic engagement. Being part of the celebration of Open Gov Hub's thirteenth anniversary was another powerful moment. Listening to members share their journeys helped me understand how much change can happen when people work together in the same space, learn from one another, and build trust over time.

Beyond the professional dimension, this fellowship also gave me the opportunity to explore the United States and better understand American culture. I visited different cities, met people from diverse backgrounds, and experienced the richness and diversity of the country. Whether walking through neighborhoods, visiting historic places, or having everyday conversations with locals, I learned to see the United States through the life of its people. These moments helped me understand the country beyond what is written in books or seen in the news and added a personal dimension to my experience that I will always value.

What touched me most throughout this journey was the humanity behind everything. I found a community that welcomed me, supported me, and believed in my potential. I met people who encouraged my ideas, respected my background, and inspired me with their commitment to the public good. These experiences helped me reconnect with the values I grew up with: honesty, cooperation, and care for others. They reminded me that meaningful work begins with authentic relationships and a willingness to listen, learn, and support one another.

Looking ahead

As I return to Albania, I bring with me a renewed sense of purpose. I hope to continue this assessment work and contribute to the development of a collaborative civic space inspired by the Open Gov Hub model. I truly believe that such a space could empower youth, strengthen civil society, and create opportunities for positive change. This vision is at the heart of my Community Action Project, and it is a mission I am committed to pursuing with dedication in the years ahead.
